Section 6: Driving and parking in London

1,130 words · checked 2026-10-03 · Pro

Section 6 explains where a private hire vehicle (PHV) may stop, wait and drive in London, and how Penalty Charge Notices, the Congestion Charge, the Ultra Low Emission Zone (ULEZ) and red routes affect you. It does not replace the Highway Code - you must still know and follow it.

Three things a PHV can never do

Rule Why
Drive in bus lanes Only licensed taxis (and buses, cyclists, etc.) may drive in them
Park, wait, pick up or drop off on a taxi rank Ranks are for licensed London taxis only
Use or park on an electric taxi charging point These are only for charging electric taxis

A PHV is not a taxi. If a sign says access is for taxis, a PHV is not allowed in. Breaking the taxi rank or charging point rules can mean a fine and licensing action by TfL, including suspension or revocation.

Key fact: A sign that allows "taxis" does not include PHVs.
